Why has Allah allowed Muslims to stagnate and fall so far behind the west?

In the last 500 years while the west has defined modernity Muslims have been sleeping. Here is the very short list of western invention and discovery. What have the Muslims done IN THE LAST 500 YEARS?

Allah/God does not "allow" or cause any thing.

He just is a witness to human behaviour.

He has set in motion the laws of cause and effect and these laws are like a policeman doing his job.

In that sense humans (muslims or Non Muslims) them selves are responible for every thing good or bad.

You forgot to say that West also put Economic suctions on many Muslim countries and deprived those Muslims from wealth.While no Muslim country has done such a thing to a western country. What great progresive thinking.

Allah and his prophet creator Islam muhammad (may piss be upon him) has kept mankind especially their own kind backwards and uncivilised if Islam was banned then you would see how much scientific progress there would've been. I Saudi Arabia and most people would be educated but religion puts all that to an end.
